The Payne Fellowship is seeking outstanding Fellows for the 2023 Cohort. This graduate fellowship, now celebrating its 10th Anniversary, is sponsored by USAID and administered by Howard University. These individuals will train for the United States Agency for International Development (USAID) Foreign Service Officer (FSO) positions. USAID FSO's work on the front lines of some of the most pressing global challenges of our times, including injustice, climate change, health, conflict, and poverty. The Payne Fellowship encourages the application of members of historically underrepresented groups in international development careers and those with financial need. Program Benefits Support for graduate studies of up to $104k over 2 years. Employment in the USAID Foreign Service for those who successfully complete the program and meet Foreign Service entry requirements, in accordance with applicable laws and USAID policy, with each Fellow committing to a minimum of five years of service. Mentoring from a USAID Foreign Service Officer. Eligibility Requirements U.S. citizenship. Seeking admission to a two-year graduate school program at a U.S. university in the Fall of 2023 Applicants may be college graduates with years of professional experience. Cumulative grade point average of 3.2 or higher. About the U.S. Foreign Service Foreign Service Officers in the U.S. Department of State are responsible for the formulating, implementing, and supporting U.S. foreign policy. Their work includes analyzing political and economic events around the world; negotiating with foreign governments; assisting U.S. citizens abroad; educating foreign audiences about American culture and values; and managing an embassy’s operations. They are engaged in foreign policy issues such as conflict resolution, human rights, environmental and health issues, nuclear nonproliferation, and educational exchange. A Foreign Service career is much more than just a job; it is a uniquely demanding and rewarding way of life. Foreign Service Officers work in Washington and in more than 250 diplomatic posts worldwide. As representatives of the United States of America, Foreign Service Officers have a direct impact on people’s lives, witness history in the making, and help create and implement U.S. policy.

Note: Do not apply to the Fellowship Program if you have not yet obtained a graduate level degree (or have obtained one by program start). On occasion, CBCF will consider applications of those who wish to take a leave of absence from their doctoral studies to participate in the program (this ONLY applies when applicants have already obtained a master’s degree). Fellows are not permitted to be actively enrolled in graduate courses or outside employment for the duration of the Fellowship program.

The Congress-Bundestag Youth Exchange for Young Professionals (CBYX) is a fellowship funded by the German Bundestag and State Department, that annually provides 75 American and 75 German young professionals between the ages of 18½–24 the opportunity to spend one year in each other’s countries: studying, interning, and living with hosts. Participants are expected to represent the diversity of the US in factors including, but not limited to, career field, educational background, geographic location, disabilities, ethnicity, gender, race, religion and socio-economic status. US or German citizenship required. Must exhibit career goals and relevant experience in their career field (work, internships, or volunteering). Strong interest in German and world affairs. Prior German language knowledge is not required.
